Rodeway Inn Convention Center

If you need an inexpensive place to stay in Portland that's close to downtown, this ticks the boxes. It's a motel, and while it might look a little rough on the outside, the rooms are very clean and comfortable, the staff is friendly, and we didn't experience any noise issues from the road or other rooms.
